PAA plans high-rise aviation complex in Blue Area

ISLAMABAD: The Pakistan Airport Authority (PAA) is planning to build a multi-storey office and aviation complex on its 9,000-square-yard plot in Islamabad’s Blue Area, with project documents describing it as the capital’s tallest building if completed as proposed.
The plan has surfaced in documents of the Pakistan Environmental Protection Agency (PEPA), which recently issued a public notice seeking feedback from the public and other stakeholders on the proposed development. According to the notice, a public hearing on the project is scheduled for May 18 at Crown Hotel in Islamabad.
A project document cited by PEPA states that the proposed Aviation Complex is intended to serve multiple functions. It says the building will accommodate PAA offices, airline headquarters, business and conference facilities, banks, recreational and fitness amenities, an aviation museum, an art gallery, day care services, food courts, and hotel accommodation.

The development would add to a growing list of high-rise structures in Islamabad. Among the city’s prominent tall buildings, the under-construction Garden Residential Apartment Project in F-10 Markaz is expected to be the tallest, standing at 470 feet with 42 storeys. Centaurus Mall is about 335 feet high and has 29 floors, while One Constitution Avenue, which has remained controversial, is also counted among the capital’s tallest buildings with 23 storeys.
Building plan approved
According to the Capital Development Authority (CDA), the building plan for the proposed PAA complex has already been approved, and the authority is now seeking to move ahead with construction.
A CDA officer confirmed that the plan had received approval, but said he could not definitively state whether the structure would ultimately become the tallest in Islamabad. “Right now, I cannot say anything whether the building will be the tallest in Islamabad or otherwise. But yes, they got building plan approved,” he said.
The proposed project is located in Blue Area, Islamabad’s main commercial district, where several major office and mixed-use developments are already situated. The latest move indicates that the PAA is advancing the project through the environmental review process before construction begins.
The PEPA notice marks the next formal step in that process, with public comments invited ahead of the hearing later this month.
