Up-gradation and Dualization of ML-1 and establishment of Dry Port near Havelian
The Up-gradation and Dualization of Main Line-1 (ML-1) is a flagship and strategically important project under the China-Pakistan Economic Corridor (CPEC), aimed at modernizing Pakistan’s railway network from Karachi to Peshawar, including the Taxila–Havelian section, along with the establishment of a dry port near Havelian. Spanning approximately 1,733 kilometers, the project involves complete rehabilitation and dualization of the track, enhancement of train speeds up to 160 km/h, replacement and strengthening of bridges, installation of modern signaling and telecommunication systems, elimination of level crossings through flyovers and underpasses, and fencing along the railway corridor.
With an estimated cost of around USD 6.8 billion to be financed mainly through Chinese concessional loans, the project is expected to create nearly 24,000 jobs during construction and significantly improve passenger and freight capacity, safety, and efficiency.
The feasibility study has been completed, the PC-1 was approved by ECNEC in August 2020, and the project was declared “Strategic” by the 6th Joint Cooperation Committee in Beijing, underscoring its critical role in strengthening Pakistan’s transport infrastructure, regional connectivity, and overall economic growth.
